Just found the following on a German tech blog:

Leute einladen / Google+ Invite

Gibt es offiziell nicht. ABER: ich konnte, nachdem ich Statusmeldungen ohne Circles, sondern nur für E-Mail-Adressen meiner Leute eingesetzt haben, diese direkt ins Boot holen. Scheint geklappt zu haben, wie mir Kontakte bestätigten.

It says, that it might be possible to "invite" people, if one does a status post without circles but with e-mail addresses. Sounds worth a try if you ask me.
