In the countries around Germany the limit is around 130 km/h and here it is not forbidden to drive with 400 km/h on the highway if you want so (and the track is clear)

It is not hard to download it buf if you are caught it could cost a lot of money thats right

The copyright laws are very strict so you can even be punished for downloading a youtube video
